Francisco Arregui graduated in Industrial Engineering with an MSc in efficient use and management of water. Obtained his PhD in 1999 with the thesis entitled “Proposal of a methodology for the analysis and management of water meters in a water supply system”. Since then, he has been involved in several international projects on water meter management and the analysis of water meters performance. He is also a lecturer on several post-graduate and doctoral courses on water metering and has published numerous papers on this subject. He is co-author of the IWA book “Integrated water meter management” published in its first edition in January 2007.

Francisco Cubillo is the Deputy Director of Research, Development & Innovation in Canal de Isabel II (company responsible for supplying, distributing and treating waste water for about 6 million people in more than 170 municipalities in Madrid region – Spain). In IWA (International Water Association), chairs the specialists Group EO&M (Efficient Operation and Management of urban water) and heads the International conferences Efficient. He is also member of the Strategic Council, the Programme Committee and the Utilities Steering Group. He is member of the Expertise Committee for Droughts of the Spanish Ministry of Environment and Water. He counts on more than 30 years of experience in the Management of Hydraulic Supply, Resources, Environment & Demand Management in the private and public sector. Cubillo has published 13 books and more than 100 technical papers, being Professor in a wide variety of courses.

Mary Ann Dickinson

Mary Ann Dickinson is Executive Director of the California Urban Water Conservation Council, a non-profit organization composed of over 380 urban water supply agencies, environmental groups, and other entities interested in statewide water conservation in California. Prior to joining the Council in January of 1999, Mary Ann worked for the Metropolitan Water District of Southern California, the South Central Connecticut Regional Water Authority, and the Connecticut Department of Environmental Protection. A graduate of the University of Connecticut with a degree in environmental and natural resources planning, she has authored numerous technical papers and publications on water conservation, land use planning, and natural resources management, and has co-produced two films which have aired on public television and community cable stations. She is currently the President of the Lake Arrowhead Community Services District Board, is a Trustee and past Chair of the American Water Works Association Water Conservation Division, and has presented numerous papers on water conservation in Spain, France, Australia, Chile, Jordan, Italy, China, Canada, and all across the United States.

Stephen Galea St John

Stephen Galea St John, a mechanical engineer by profession, has been in the water business for more than 18 years. Over the last 10 years he has held a managerial role in the Distribution branch of the Water Services Corporation, the Maltese national water operating company.
During this time, he has been a key player in the evolvement of the Water Audit Section from a small peripheral unit to a central, important and highly-motivated group with the task of curbing the spiralling water losses of the national water distribution network.
Mr Galea St John has been actively involved in the strategic management of the Water Services Corporation especially with regards to leakage management. His expertise and knowledge of the distribution network have contributed to reducing the leakage levels in Malta from just under 4,000m3/hr in 1995 to under 500m3/hr in 2007. He is now the Chief Officer of the Water Operations Unit within the Water Services Corporation.

Howard Handley

Howard has held a number of posts over the past 13 years with South East Water. Having joined the Company in 1994 as an analyst in the Company’s laboratories, Howard moved through the organisation taking on the role of Head of Water Quality in 1999. In this role he was exposed to some of the more vociferous customers who had reason to contact the company regarding their water supply.
This put Howard in good stead for his latest role, leading the Customer Services directorate.
Howard is responsible for the end to end processes, which touch customers, notably billing, revenue collection streams, contact centre environment and customer complaints.
Many of the processes reach across traditional boundaries of customer services and operational activities, ensuring the Company takes a holistic view to its customer service activites.

Jeremy Heath

Jeremy Heath has been working in the water industry for the last 15 years. In his role as Development Engineer for Sutton and East Surrey Water, he has responsibility for the entire metering chain, from the initial metering strategy all the way through to the meter reading and billing aspects. Jeremy's pivotal position, and his background in both engineering and programming, allows him to develop bespoke applications and analysis tools to evaluate cost effective solutions for the metering programme.

Michael Hogan

Michael has 36 years of experience in the water industry, 33 of those with the City of Philadelphia Water Department. He is currently the director of field operations for water, wastewater and stormwater. Since 1997, he has directed the AMR program for the city. Michael has a BA in biology and an MBA in finance from LaSalle University. He has been vice-president and president and is currently secretary of the Eastern Meter Management Association.

Steve Junod graduated from Temple University in 1991 with a B.B.A., Finance. He has worked for the City of Philadelphia in various positions since 1994. He joined the Philadelphia Water Department in May of 1999 to work with the AMR program. Steve is responsible for the daily administrative activities related to the AMR program and is the liaison between Itron and Metering. Steve, along with the manager of Metering was responsible for the implementation of the Revenue Protection Program in October 2000 to address billing discrepancies uncovered, in part, as a result of the AMR program. As of March 2007 recovered billings as part of the Revenue Protection program totaled $18.5 million dollars.

Sophie became Head of the Dispatching Center in January 2002. She is responsible for a team of 14 people working in 8 hours shifts.
Prior to January 2002, she worked at the engineering department of Eau De Paris.

He is currently Planning and Capital Works Manager for Portsmouth Water Ltd, one of the smaller water supply only companies.

Dr Howard Porter is the Marketing Director of BEAMA Ltd, and of the Metering group BEMCA. Part of BEAMA’s wide scope of services for the electrical industry is the management of ESMA – The European Smart Metering Alliance. He has a long experience of the demand side of energy markets, working with the UK Government and the Commission, to assist to role out of energy efficiency goods and services. He also manages the BEAMA smart housing group, which brings together the major brands involved in many areas of smart housing. Also part of his responsibility area is the products that control the use of hot and cold water in buildings – a sector now becoming interested in the smart metering debate.

David Shore

David Shore is a Chartered Engineer with over 30 years experience in the water industry.
He is responsible for all water supply engineering and operations at South East Water - including water quality, production and distribution – which provide drinking water to 1.5 million customers across parts of Sussex, Kent, Hampshire, Berkshire and Surrey.
David joined South East Water in 1999 as Director of Operations, and was elected to the Board in 2007. Prior to his role with South East Water, he worked for a number of other water companies in the UK, and also abroad.
David is a member of the Institution of Civil Engineers (ICE), and of the Chartered Institution of Water and Environmental Management (CIWEM). He is also a Director of the UK Committee of the International Water Association (IWA).

Al Soufi has a background in Engineering and holds a Ph.D. degree from the University of London, UK in the filed of Computer Control. Michael James Southworth a Chartered Civil Engineer specialized in the fields of water distribution and operational management, Member of the Institution of Civil Engineers, Fellow of the Institution of Water and Environmental Management and Chartered Environmentalist. His experience in the water and wastewater sector spans over 30 years. His career started in 1976 in North West Water Engineering. Subsequently he was responsible for the operational management of various water and wastewater systems in North West Water Operations from 1982 to 1994 including distribution manager for the City of Liverpool and North West Water’s regional services manager with responsibility for all new service connections, revenue metering, water byelaws and network data management.
Mr Southworth’s international experience in the water and waste water operational management began in 1992 when he was seconded as Project Manager for North West Water’s Mexico City Bid.
Mr Southworth is also Trustee and Acting Chairman of IWRI a charity specialising in water initiatives in developing countries, Chairman of PIG Bulgaria and the Black Sea Branch and, Past Chairman of CIWEM Balkans Branch. In 2005 Mr Southworth received the CIWEM President’s Award for services to the Institution.

Jacob Tompkins

Jacob Tompkins is Director of Waterwise, an NGO committed to promoting sustainable and practical approaches to water efficiency. Waterwise builds on current knowledge, fosters collaboration, and facilitates and disseminates best practice. Jacob's background is in hydrogeology at Imperial College London. He has previously worked as an environmental adviser to the National Farmers' Union and as a water resources and water efficiency specialist at Water UK. Jacob has sat on a number of European Commission working groups on issues ranging from drought planning to groundwater protection, and spent five years as the UK representative on the Eureau (pan-European water industry boady) Drinking Water Commission. He has also had the pleasure of being a judge in the Environment Agency's Water efficiency Awards.

Helen Twelves is the Head of Supply/Demand Balance Team at the Water Services Regulation Authority (Ofwat), the economic regulator of the water and sewerage industry in England and Wales.
Helen became Head of Supply/Demand Balance in August 2005. She is responsible for water resources, metering and demand management, sewerage planning and revenue forecasting. Prior to August, Helen worked in the Comparative Efficiency Team and before that, in Regulatory Accounts Team at Ofwat.
Helen is an accountant by training and prior to joining Ofwat in 1997 she worked at South West Water.

Tim Waldron

Tim has over 30 years experience in the water and wastewater industry. Born and educated in England, Tim worked for North West Water U.K. for over 20 years including 10 years as the Water Supply Manager of the City of Preston servicing a population of approximately 1.2 million people.
Later, as Divisional Engineer for North West Water, he was responsible for specialist engineering, water demand management and water by-laws.
His specialist knowledge in water demand management led to his secondment as a Technical Advisor for Developing Countries, as the United Nations Technical Representative for the South Pacific for U.N.D.P. and the World Health Organisation.
Tim is presently Chief Executive Officer of Wide Bay Water Corporation.

Paul Wright has worked in Defra and its predecessor Departments since 1972, including work on waste and air as well as water. He has been involved in the passage of all the major primary legislation on the environment from the Control of Pollution Act 1974 onwards. Since 1996 he has worked in the economic regulation branch of water supply and regulation division, with responsibility for water charging including metering, and he co-ordinated Defra’s role in the 2004 periodic review.
